War reparations

The head of the UN observer mission in Syria says 92 people, including at least 32 children, have been killed in the Syrian town of Houla in the central province of Homs.
Who has done this crime? Syria government or rebels
In my opinion it isn't a civil war even it's East-West war in Syria, the war that syrian people must pay its price.
